About legal-services procurement
Legal-services tenders are dominated by panel appointments: organs of state appoint panels of attorneys for periods of typically three years, drawing briefs from the panel based on rotation and matter type. Categories include general litigation, labour and employment, commercial and contractual advisory, conveyancing, debt collection, and specialist areas such as competition, tax, and constitutional litigation. Counsel briefs are typically governed by State Attorney rules under the Department of Justice and Constitutional Development.
